Fuel system, or fuel rails?

Replacing the whole fuel system (including lines) is only necessary at very high power levels. It's really only a question of how much power you want to make.

i wanted to start with the fuel rails. i was looking to making at least 400 rwhp

There is no need to replace the rails at that power level. The rails will support more than the fuel lines they're attached to.
