when i am sitting still in neutral, i rev it up and my rpms stay up for a while and dont drop back down. my buddy revs his up and it drops fast where mine doesnt. what does this mean and what should i do

Check the throttle position sensor. Get one at the junk yard, swap it to see if that's the problem. Carry a spare...

I would carefully clean the MAF & temp sensors, clean out the throttle body and do the batt. disconnect/ECM recalibrate thing first. I'm a true believer in trying the cheap things first so you know what you've got. Then if there is no improvement, I go to the bigger things like the TPS and etc.

Check your IAC as well. Are cars, per factory, have a "hanging idle" for emissions reasons.
