how do i clean my wheels?

ok i know my wheels are crap anyways, but what is the best way to clean them? they aren't chrome, and i don't think they're painted, but haven't checked....should i use just some soap and water with some elbow grease? or is there something better?

I would use Chemical Guy's Diablo and a Brush. That would handle the job perfect.
