Little tire bulge

So I noticed one of my rear tires has a tiny bulge in it like barely noticeable that wasn't there before. I've read up online and saw that it was probably caused by a pothole or it could be a manufacturing defect. The tire has about 90% tread left and I just bought a new set for the front so I'm kind of tight on money right now. The tires outback are 295 bridgestone potenzas on an 18" rim so they're not cheap. This car is my daily driver so I need to drive it. I've read a whole bunch of stuff online about it blowing out, but I was wondering how true this would be with mine since it's only a little bulge. I'm planning to replace it if I really need to and when funds allow me too so any advice would be great. If this bulge was caused by a manufacturing defect who would I bring the tire to to be looked at because the tires were put on by the previous owner so I didn't buy them.

I don't know about the returning part, what I do know from first hand is that those bulges get bigger and eventually it either starts to wobble pretty bad or it blows or both

Tire bulges are basically a shifted belt or sometimes a seperation between plies either in the sidewall or tread and when contacted at the right time, they can and WILL blow.
