Check and make sure you have fluid in your radiator.

Try pulling your thermostat and then start your car up and see if you have fluid running through your car. If the fluid is pumping like it is supposed to, I am going to say heater core.

i've been told by a friend that the temperature door likes to break on these years of fords. only way to check is to pull it out and physically look at it. might be something to check. could also just be stuck.
good luck

^^Tends to be more of a problem with electronic climate control cars... the blend door actuator arm is plastic and simply breaks after years of regular use. Not an expensive part but the dash has to come out to get to it. '97-98 Mark VIIIs were notorious for this problem, to a lesser extent Crown Vics, Marquis and Town Cars too.

Maybe an air bubble in the system after the t-stat was changed? though I think you'd have even mroe problems if that was true
