Clock spring is in the steering column right under the steering wheel. It's called that because it simply looks like a clock spring that winds and unwinds. This is how they could make a positive electrical connection to the airbag/horn/cruise buttons and still be able to turn the wheel back and forth.

as joked said, or to make it even more simple, think of the handle bars on a bike, its the same device used to turn the handlebars and not get teh brake cable all caught up, same type of theory and operation.

Huh. I didn't know that the clock spring caused this. Good piece of info.

just out of curiousity maybe you should start simple and give the fuses a once over? When I have an electrical problem the first place I check is the fuses and I mean all of them. I can't tell you how many times the fuse that is blown has no relation to the problem I was having according to the manual but replacing it fixed it. Just start in one corner of the box and start pulling until you have looked at them all. Don't forget the one under the hood too, all of this would be an easier start then tearing the colum apart.

if the air bag light and the horn dont work AND the cruise dont work, its almost 100% the clock spring. Air bags useualy are on their own circuit for safety. Also Chrysler had a recall for clocksprings for every caravan from like 96-00 or 01 i think (ns body style) and it was a lifetime warrenty. Trust me on this...
