Recommended Mod for 2000 mustang gt

What would you guys suggest being the first mod for my 2000 gt. It's completely stock. Looking for a some what cheap and affective mod. Underdrive pullies, gears, or CAI? Suggestions please!

gears, exhaust, clutch, suspension these will all help! other thna that I recommend a power adder if you want some serious hp (nitrous, turbo, or charger)

a cai and pulley's look pretty but you wont see much of a hp increase...

a set of heads thats worth a poop.

My list in order that I would do them:
-Catback
-CAI
-Shifter (if a manual)
-Plenum/TB
-Gears
-anything else

Catback needs to be first because nothing is worse then a stock sounding Mustang

Exhaust for sure. It'll change the torque curve up nicely if done right with a mid pipe to.. Good sound is a must. Then gears.
