School me on exhaust

So I need a little help, im currently shopping around for an exhaust because right now I'm running open pacesetter long tube headers and its absolutely obnoxious. I'm just curious what are mil eliminators and when are they used? Is that for when you don't have the catalytic converters? Of course the catted mid pipes are much more expensive, but which route would you go?

Mil eliminators are used when you put on an o/r H. You plug them in place of the rear O2's so you don't get a CEL.
