yes you need to remove the interior lower quarter panels, which means you need to pull out the upper quarter, which means you have to remove the seat belt on top.
After all that the scoop is held on by 3 of those metal pieces that screw onto the plastic studs.
Im painting my car and i just removed the plastic inserts in the scoops the other day.
Taking the panels apart on my vert was a bit of a pain, but I was able to push the scoops out with relatively little effort and a long pick.
For vert owners who wish to remove the actual scoops beware: the conv't top tension cables run to the above mentioned mounting screws so if you take them off you might lose tension in the top, which is why I left mine in place. Just fyi.

there was a kit back in the day that had a tube that would direct air back to the rear brakes for cooling although it was not popular as it limited tire/wheel size.
It makes burn outs just a little bit cooler then those after 96, just ask anyone with a 96 and they are jelous of our big motors and our brake scoops.....
I thought someone had rigged those up. Looks like I will be finding a way to reattach those on. LOL my whole car is being repainted and mine came out. But i had a dent where the scoop was so no choice.
