Still fighting surging idle

Maybe I'm being paranoid, maybe I'm not. The car does stumble some times, and does roam up and down around 200-100 rpm in difference. I've seriously been screwing with this since I got it, and I have been driving it not completely right for a year now. Its a mystery to me anymore, it's weird. I have a..

new IAC from ford
New distributor
New vaccum lines
Had a fuel flush done (intake, injector rails/injectors, gas tank lines etc.)
IAC, IAT, and ECT replaced
New cap, rotor, FMS wires, autolite plugs
Different CCRM
New PCV grommet
New fuel filter


Theres other things. Car hovers around 18" of vacuum at idle. I can't find the spec off hand for what it needs to be in factory setting. The car is bone stock motor wise just a cheap CAI with a decently long stretch prior to the turn, for sake of the maf. I can't for the life of me get it worked out. The car sits at 14 degrees base timing, running on 93 quality gas. Ever since I've had the car I've been tweaking on the TB set screw and IAC allen screw in the TB to get it running alright. The motor also shakes like crazy at idle. I'm out of ideas. I'd appreciate any input. The only thing left is o2 sensors and a maf but I unplugged it and the car still did the same thing.

Mine does it too sometimes. Have either of you cleaned your MAF? Thats going to be the next thing I try, seems like a lot of people recommend that.

that's really for poor performance and cel's. surging idle could be a vacuum leak or idle air control vlv. there's a procedure on stangnet for hanging idle probs. maybe that'll help
