I wonder if it is the safety switch on the clutch pedal. sometimes the pin gets worn, and the switch doesnt contact all the way. I eliminated it in my 88, its easy to do to the 94 as well.

This is a definite possibility. I had the same problem in my old gsx.

Wont be fuel cutoff or else it would just keep turning over

Is anything else going on? No guages, no beeps, no lights? Aftermarket starter kill or alarm?

If it is the safety switch everything else will be normal, car just wont turn over, you even pop start it and the car would run fine if thats what it is

Also it doesnt matter what gear (or neutral) you are in when trying to start it, that's only for autos, manuals rely on the safety switch only

lol, I had a problem with the fuel inertia switch the other day. turns out if something in the trunk hits it, it will shut off the fuel pump. I had this happen as I was tail out around a median, spinning the tires and cutting a quick u turn.
