A/c smog pump by pass question?

so today i tried to bypass my smog and ac i found a belt that was almost perfect just one problem the belt would touch by the idler pulley and water pump pulley does anyone have any advice? i have underdrive pulleys...thanks in advance

I don't understand how that could happen if the belt is tight and routed correctly.
