adjust brake pedal height

I put two zip ties on the throttle cable behind the gas pedal in order to take the slack out and achieve WOT. Now the gas pedal rests way above the brake pedal when I have the brake fully pressed in, making it difficult to heel-toe. The only options I can think of are: A) Get a thicker brake pad. B) Adjust the brake booster push rod. or C) Remove 1 zip tie and see if I can heel-toe along with being able to have WOT... Anyone have any thoughts/know how on the first two options??
