Those tips are perfectly salvageable. Spray them down with wd40 and hit them with the finest steel wool you can find. Once all the crap is off wipe them clean and polish them with some pretty aggressive rubbing compound. After that put on a coat of wax or chrome polish and they'll look like new and stay looking new for longer.

CG polish is good stuff eh!

if you want to go further, the pits or baked on tar chunks are hard to remove.
I've had sucess using laquer thinner and #0000 steel wool.
then use the metal polish and #0000 steel wool to go over the whole thing. works great.
