its worth a shot. most shops have a dont-ask, dont-tell policy. if you dont tell them it doesnt have the cats, and if your obd-II testing isnt dependent on the cats, then they'll pass you.
here in the Philadelphia area of PA, its illegal to remove the cats (as with anywhere else), but emissions testing doesnt require a visual, and the testing that obd-2 requires (at least here) isnt dependent on the cats (which is reading the codes and the gas cap check). which means, cats or not, as long as you arent throwing codes (have MIL's or o2's turned off), you'll still pass.
if youre still not following me, basically, the emissions machine wont care if the cats are there, and if emissions testing doesnt require a visual (marked as N/A on the slips here), they arent required to look for them. now if you go to a shop and ask them about this, they're always gonna tell you that they have to be there, and that its illegal to remove them, but thats because they dont want to lose their license... for all they know you could be some sort of inspector or whatever.
two straight years, two different cars, 0 cats, both passed inspection/emissions no questions asked.
