So I was driving around and I noticed that sometimes my RPM's are just sticking at like 2000 RPMS. When I am in neutral etc. As soon as it goes into gear it goes back down. Any insight?

Sounds like this is an issue with your IAC valve. You can try cleaning it but either removing it completely or buying a new valve are the only options I've heard that work. Also check the gasket on it to see if it has just worn off.

IACs are famouse for going bad in the 94/95 cars. try cleaning it out with electric parts cleaner and if that doesnt work buy a new one

I think you need a new IAC. The small motor that drives the plunger inside may have stopped working, in which case cleaning it won't help.

Yes New Gasket. I checked my TPS and at Idle im at 1.45 Volts so yeah Its off. The problem is even with elongating my holes it doesnt seem to want to adjust below the 1 volt mark...

drill bit and elongate the holes....or you current one might be crapping the bed on you. If the range can go from .97-.99 at idle to 4.97 to 5.0 wot.....then you need a new one

94-95 TPS aren't adjustable, and have metal sleeves in them which don't make "elongating the holes" very easy. Plus, I thought that the T4M0 adjusted for min/max TPS voltage at idle and WOT - or did I make that up? I'm old and forget easily.

Paul.

I drilled out those sleeves and played around with it. I can only get it to 1.21 Volts. In that volt range the car idles fine now. SO I have no Idea.....
