That's a splitter on Brothers Performance car. I've spoken to them about it, it was a custom fabbed up piece, where they essentially took a 00 R bumper and cut most of it off to make it fit.

Then blend it into the bumper with flexible body filler, as seen in ttocs build thread.

I really dig the apron/splitter combo, though. I am all about function over form, so if you are in it for the looks, I'm the wrong guy to ask.
