Cooling fan not coming on

Just bought a 95 gt and the fan will not come on. So far, i have wired it up directly to battery and it turns on, both speeds work during koeo test, turns on with ect unplugged and engine running. Does not turn on when temp reached, does not turn on with a/c, does not turn on when i jump the connector to the ect with key on. The ect looks brand new. I have swapped out ccrm and same problem. Resistance on ect is 37.5kohms while engine cold. Not sure when to go from here. Any help appreciated
