May I suggest underdrive pulleys, CAI, MSD ignition box and headers. It can't be any cheaper than that, but not sure 'bout your 1/4 time goals.
And Welcome!

just do some 4.10 gears. a msd box wont do you anything. and make your suspension better

410 are cheap enough but "31 splines as you say" will be money! Axels and a new pos unit to match will be more than the the mods mentioned above. I would go Long tubes,CAi,and pulleys, If you still want to spend Intake next.

if he doesnt want to spend alot of money and only wants 13's no need for long tubes. gears, new clutches for the rear end, some nice drag radials, o/r x, and maybe hit it with some juice. You'll def be deep in 13's if not 12's are you auto or banging? suspension is always a good way to go. Powers no good if it can get to the ground.

you wont need axles with 4.10 gears, cai=cold air intake, he met new clutches for your factory limit slip differential(LSD) but if i was you i would just do gears(like 4.10s) and gt40 heads and intake manifold and a cam.

cai = cold air intake, i have a bbk catted x pipe and i love it, cats were for the air regulations up here, i also have a king cobra clutch but the clutch they are talking about is in the rear end posi, just rebuilding your posi new clutches will tighten it up, and if your doing 410s then do the posi at the same time, you wont need a new axle if you put 410s in just a new speedo gear, but cai and pulleys will give you a nice increase for not to much

Buy the gear kit from 50 resto then go to your ford dealership and buy new clutch pacs for the rear end. for exhaust if you already have a o/r mid pipe buy some dynomax bullets and have them welded in. Get yourself a k&N air filter and remove your stock air silencer(same power). get some drag radials and run it if your still slower than a your goal, and are spinning do suspension. maybe a new shifter if you dont have one.

Nitrous Oxide is always a quick way to make some horsepower. Install is pretty straight forward and you could probably get a used kit for less than $400. Not sure how much refills are these days but when I had my NOS kit the peformance increase was great for the dollar value.
