fog lights

Fog lights on my car are dirty inside, so I wanna to wash them.
Should I remove the bumper to remove the fog lights or not ?

if it is a 94-98 then no. just lay on your back and look behind bumper and you will see that it bolts to the support bar behind it. easy chessy
