in case anyone else later has this question or needs to make some space like I did, here is what you got! The lug does supply power for all the constant power needs in the fusebox. There are two screws holding a plastic insulator and this piece down, not shown in this pic. Once they are out you can just pry it out of the connections
I bent it and modified the spot that the screw went through so that it looks like this now.
you can also see above and below that I cut off the plastic piece on the side the lug use to rest in. After shaving down the head of the bolt a bit I saved almost 3/4", saved access too the lug and now will not have too worry about it grounding out on me.
