Sorry if this has been posted already. But the video below details how to modify your 94-00 wiring so that the fog lights can be turned on without the head lights. Takes 5 minutes to swap two wires in the center console and that's it. The wiring already comes like this on 01+ cars.
Thanks to the owner of the video for the great tip! I used to have an 04 that was already wired this way, so when I got my 94 I was a little disappointed that I couldn't turn my fog lights on without head lights.
