All handheld tuners cannot modify any OBDII parameters anymore. A custom tune must be done and the tuner must make the adjustments in the tune. The govt. made it illegal for the the Diablo, XCal, and such to have the option to adjust OBDII stuff right out of the box.

i was under the impression that MILs cause the car to run rich.

You never could adjust it on your own one SN95 car's, it's always been in the tunes themselves.
