No start problem 98 gt

Couldn't get my GT started today. Battery was ok. Turn the key and have all options working except the starter. Had it towed to a local garage, checked all related fuses under dash and box in engine compartment and all appear ok. Checked for power at the starter and nothing. At one point during the day between others cars being serviced I turned the key and it started right up. Did this several times with no problem then once again no go. My mechanic had a related issue with his Expedition and it turned out that Ford had to reprogram the cars computer to recognize the chip in the key. Just wondering if any one out there has run into this before and can offer any help. By the way I just signed up on the forum today and look forward to hearing from anyone on the subject. If it was a PATS problem (key chip) the security light would be flashing

sure you're getting fuel? bad fuel pump maybe...

As a matter of fact the "Theft" light flashes with the key off and when trying to start. I assume i have to go to Ford to service a PATS problem. Thanks
