get a bump start button or for a quick and dirty test grab a insulated screw driver. MAKE SURE the car is in neutral and the parking brake on. you can leave the ignition off... connect both of the big terminals on the solonoid with the screw driver. either the starter will engage or it will not.

if it does you have a bad solonoid or the signal wire from the ignition to the solonoid is broken or not working. you will need to trouble shoot that.

if it does nothing then you have a bad starter or a beat battery.

The screw driver check won't work b/c 94-95s have the solenoid on the starter...

if thats the case there will be a relay in the fuse box under the hood. more then likely will be a similar one he can use as a test. it should be labeled in there.

I assume you already checked but how are your battery cables. Is there a clean tight connection to the battery? My GF's truck had a similar problem. Most the time it would start no problems, then if the terminal shifted just right, Id turn the key to start and nothing.

As BlkoutGT said, check the terminals first. Good, tight, clean connection. Sounds stupid, but you'd be suprised.

yeah, it was a bad ground for the alternator, causing it to short out the diodes, or something along those lines, i reground it to the block, and chassis in two places. i didnt realize it would take that much to ground it, but it works like a charm now. :) thanks for all the help guys!
