Speedometer and odometer not working

My 94 mustang speedometer and odometer aren't working now. I have replaced the vss, wire connection, and check the gear on it and everything is good. I then check the worm gear set in cluster and everything was good in there as well. I'm at a loss with this now. Any help would be great.

The center section of the cluster has probably gone out. The gauges come apart in 3 sections. left, center, right. It wouldnt be a surprise if the gauges were bad. The car is 22 years old
