arizona/phoenix was all the same way. 70 degrees and the locals start pulling out winter coats and hats and they also can't drive worth a crap in the rain. It only rains 7-10 times a year there on the average(normally a dust storm followed by a super heavy downpour for maye an hour) and because of this the oil/crap from your car doesnt wash off the roads. It can get a little slick but there suddenly everyone overcompensates and starts driving 30 on the expressways/interstates as though it is a black-ice situation.
