Van Wheels

My parents have a 2000 ram van, looks similar to the one below. (it's pimped out though with the conversion package). The wheels on it though always have some black crap on them. Anyone recommend some products that could get that off? Preferably from a store i could go buy it. Thanks.

Pick up Megs wheel cleaner, I don't remeber the name as it has changed names a few times. It was names A2Z wheel cleaner.
