The quality doesnt look anything near a 3 piece wheel so as long as he is asking a replica wheel price and you like the look then thats what matters

Not all copper, although I have seen some nice solid copper/bronze wheels.
I have been thinking about some bronze HRE's and they come in copper also.

Yeah those are definitely not HRE's. And they're pretty cheesy looking IMO. I'd pass for sure.
