Why would someone do splice this wire?

I just bought my 00 GT 2 weeks ago, and I am just starting to closely examine everything, and when I was checking to see what type of short shifter I had I came across this. Someone has spliced a wire from this port next to the 12v outlet, and it goes to the fog light switch. Does anyone know why they would have done this? And what is the port that is next to the 12v outlet?

The PO probably didn't know how to do the fog light mod anyother way.
So he just tapped into a known hot wire.

i tapped into the cigarette lightbulb wire to run a gauge.... he may have also ran a gauge or something along those lines.

so the PO prob tapped into the hot cig lighter wire instead of the using the vert harness, like most everybody else uses

99-current mustangs can turn the fogs on separately from the factory.

he wouldnt have needed to do the foglight mod

I did not know that. in that case i don't what the PO was doing then.
follow the wire and see where it goes.
