AODE lock up clutch fault

Hi, I have a 94 GT with AODE and the torque converter lock up clutch is permanently engaged the car will drive in D&R although the shifts are abrupt it won’t change down and you have to put it in neutral when coming to a stop or it will stall the engine. If you engage 1st or 2nd it also stalls the engine. There is a code present for “converter lock up circuit fault” I have changed the control valve, fluid, and filter but no change and I’m really scratching my head now. PLEASE HELP!!
