You'd be lucky to see 20hp.
If you're looking to improve your acceleration, ill join the bandwagon here and say pick up some gears. If you're looking to add horsepower, the cheapest hp/dollar is, hands down, nitrous. but unless you're racing, youll probly never use it.
$300 is nothing at all to drop in the engine bay. It will buy you 7-8 hp with a CAI, maybe.

Gears and a shifter! unless you have a shifter, then youre good..... 4:10 is a good choice, I think they will work good with the high winding 4.6

I did post some info above, so what I would recommend is:
Gears = torque multiplication :)
CAI - removes some restriction, gains some HP
Mufflers - removes a little more restriction, main benefit = good sound :)

That's a good place to start
my above posts have more info for power recommendations beyond that.

i understand. but i know there has to be some sort of way to get better perforance out of my car for cheap. i just want to find the easiest and cheapest way to do so.

What do you consider cheap? Less than $1000, $500, $250, etc.? All of the recommendations so far have been good, but most "cheap" mods that I know of are still in the $250-$750 range unless you are buying used and doing the installs yourself.

Wet kit, cheap and easy..as for the comment about not using it if your not at the track...well then you my friend have wasted your money. Nothing wrong with spraying a 100 shot on the street trust me

around 500-750 is at most what id be willing to spend. any advise?

You could get a pretty good Nitrous kit for that price. Gears, installed, falls within that price as well, around here at least. I think the last time I priced a gear change for my truck it was $500, that did not include the cost of the gears. A shifter and CAI would fall in that price range also, I think. That's probably about it. If you look in the classifieds here and on other forums you may be able to find some of this stuff used for a little cheaper and get more for your money. It all depends on what your plans are and what you are looking for.

I will say shifter. Faster shifts + more fun driving. Got in my buddys the other day with a stock setup and felt like I was driving a truck lol. Had gotten so used to the MGW ;p

I would say save up and get the PI h/c/i

$1000 under the hood really is not much. it takes a few grand to rake out about 100hp legitimately.
Tuning on a dyno will help you get the most out of these mods btw ;p

I never said he wont be spraying on the street, i said he wont be spraying unless he's racing lol

Thats if you dont replace the diff or do a full rebuild. You need special tools, and you have to break open the rear end etc.

Some mechanics won't do it because it does require specialty tools.
The shop my parents take their cars to won't do it, they have someone come in.

Don't spend money on dink bolt-ons. These (96-98) GT's are absolute dogs that in general do not respond to bolt ons. You will still be the slowest car at the stoplights with full bolt ons.

PI swap is an OK idea, I did it and it helped quite a bit, but it's not cheap.

Nitrous, yes, I think is a great option. http://www.dynotunenitrous.com Their generic dry kit is an inexpensive option, but remember, you'll need an expensive dyno tune. Even with a wet kit IMHO. Infact, paying for the chip now and the tuning is a good idea, you'll need it for any of this.

if i were to do that, i would probably save most of my money, yet at the same time i want to change the exterior look of my car a bit (eg. new hood, lowering springs, new spoiler, rims&tires),
