Cleaning Cowl cover

My hood cowl is in real good shape it's just on one side there's a white splotch thats not going away, and the more I wipe it the worse it seems to get. now the whole drivers corner looks milky. any idea how to clean that sucker?

I'd rather not go junkyard hopping. :(

Very interested in this myself, if i use Mr Sheen [its a pretty good household polish] it comes up nice for a while, then seems to go pale grey again, but its worse round the washer jets where its probably screenwash splashes over the years [which i dont add] thats affected that area more.
I find those "Back to Black" type products usually dont work that well.

I used Armor All interior plastic cleaner, works great. I heard that tire shine should work good, too.

I used Maguires tire wet. I only apply it once a month, and I was the car several times a week.

I do the mirrors with it also.

I used this product called Tuff Stuff to clean the white chalk off of the cowl and then a tire dressing to protect it.

I did mine with the back to black product and it's lasted 4 months. It's still shiny and deep black, even after being washed once or twice a week.
