hell I have considered just taking it off and putting a piece of tape across part of the hole just to restrict it.

first try to do a base idle reset.
You might also test the TPS.
I was having hanging idle issues too. I replaced the IAC, and a base idle reset and it was no help. Then I was given a 65mm throttle body with sensors and the hanging idle problem went away.
After testing the old TPS I found some dead spots.

x2 with what CC'S95GT said. I had this issue big time and TPS was my main problem. You can adjust the tps as well, some say it resets each time regardless but I found it did help, what I did was opened up the plastic holes a bit in the TPS so I could swivel it that 1/16" extra to get a good reading.

ps: those plates do work apparently, I found a guy who made them on corral I think who gave me a couple free, he was selling them for like $2.50 a pop just to cover the cost of the materials I would not spend over $10 for one.

just replaced both the tps and the iac after finding some dead spots in the iac.

Not sure what you mean by opening the holes to get a better reading though?
