Lock Cylinder Issue

I just bought a 2001 Mustang Base V6 5-Speed M. The car came with no title, keys, anything. Checked, it is not stolen. Anyways, onto my problem. I got a new lock cylinder for the ignition and it'll go from off - acc - crank but will not go to the lock position to allow the keys to be removed. I am attempting to program PATS but can't without removing the keys. So my question to you all is what is the problem? What can I do? I've read up that the lock itself can sometimes "freeze" up. I personally do not care about the lock at all. If it can be fixed and work that's great. If there is something that can be cut, removed, or shaved down. Let me know. Also, if someone would remove their lock cylinder and take photos of the inside of the hole that'd be great. I have a gear and a green plastic. I've established that the gear goes on the end and turns everything on and such. But what about the green sucker? Could it being removed be why? I didnt remove the old one so I do not know how to put everything back. I can't find jack on the internet showing me what I'm looking for. If anybody on here happens to be in Wichita Kansas let me know, I need all the help I can get. I went into this knowing it'd be a project, wasn't expecting a silly little thing to be a pain as much as it is. I've seen a third metal peice on Ebay listings. I however do not have that piece either, if anybody can ID the green platsic and the metal plate I've seen let me know please.
