I know this may sound strange but has everyone ever noticed a leak from the Speedo Sensor? Mine went bad in my 97 GT and I went to take it out and noticed fluid around it and the cross member. Output Seal is dry no wet spots anywhere else.

Thoughts?

There is an oring present. But that’s the only place Tharp appears to bet wet

There are two O-rings on the mechanical 94-98 sensor. One is the external one, and there is one(or more) inside to seal the shaft that is spinning. Either one could be leaking and yes, i've seen them leak more from the internal seal than external. Might be a good idea to replace it.

For 99-04 cars, Ford switched to a Variable Reluctor sensor and trigger wheel. Only an external O-ring on these sensors.
