Weird issue with passenger seat belt

96 GT Convertible. When I bought the car, the seat belts were really trashed. Sent them out for a rebuild with new webbing, etc.

Drivers side is great. Passenger side has an intermittent issue. Occasionally the shoulder harness reel will just "lock" Even with the belt disconnected and completely retracted, the belt will not release. Usually happens when my wife is going somewhere with me - which pisses me off. Then, just a suddenly, it will release and act normally.

Thoughts?

This could ba simple as a loose bolt holding the mechanism down. Any strange vibration while the mechanism isnt properly set will lock up.

Maybe dig back into it...as crappy as this sounds....im sure youll figure it out.
