I live in WI and I have never had a vehicle with a block heater and I've had plenty of cars including a Silverado, S-10, 3.2TL, Fords, Chevys, etc etc. And it get damn cold here at times. lol

Here is what they look like, this was when I crashed my car, so excuse the damage. It's the 3 prong cable hanging by the Driver headlight, Obviously I have it hidden WAY out of site now since I don't drive the car in the winter.

It's ok man. I've also NEVER seen a block heater before. I've heard about my friend having one on his Diesel F-250... But hey, why the heck would I need one down here in Texas?

will leaving the block heater on for long periods of time help, or hinder?
it can potentially burn them out faster.... doesn't do a thing for the motor though, thinking of setting my jeep on a timer this winter, lol
