95 gt fuel pressure question

Just put in my fuel pressure gauge so i can just keep a look at it and was wondering if it is fine or if i need to change anything. Put a gauge on the rail, turned the key to on and primed the pump and it reads 30psi, once i start the car and its running it reads 26psi. is this normal?

It should read 39 psi running with the vacuum line unhooked.

Factory spec is 35 - 40 psi KOEO.
