okay you guys... i think i found it... all this time i thought the problem was under the hood, i isolated the problem to the green wire that goes to the dash, checked all the fuses (all good) then pulled off the instrument bezel and checked the indicator bulb and resister, seen that the ribbon connector behind the instrument bezel may have had bad contact. flattened it out and made sure of the connection. my mustang is now charging at 14.5v. I'm thinking that the connection was always bad but the underdrive pulleys stressed the connection... there it is!!
