Car is running at 21 psi [fuel pressure]

Hey guys!
Vacuum lines are all done
New IAC
New cap rotor, wires, ignition coil, all other tune up items ect.

Car is still running like garbage. So I tested the fuel pressure... 21 +\- 2. Would this be a fuel pump problem or a ccrm problem?

As rz stated check with vac disconnected but pkugged, should see 39-40.
JFYI with vac connected you should see 30-35, so it appears you are a bit low.

Ya, little low. I would start with the fpr before changing the fp. I have a stock one you can have if you come get it.

You can never rule out a kinked hardline, might want to check that before taking the plunge on a new pump.

Bummer. Do both HGs while in there.

May as well throw in a cam. What's an extra couple of hours. :D

Exactly what I was thinking lol. This is more less an opportunity to do crazy fun things :)) my engine rebuild is now a necessity :) I was thinking maybe a crate engine? This one has 122xxx. And could be cracked. Thoughts?

I'm not good at priorities, my brain is that of a goldfish.
Speed is my #1 priority. (Of course)
I'm super new at all this. So my motorlogical skills are pretty terrible.
So I guess for now I should just pull off the heads clean them. Make sure they are not warped. Clean them up. Perhaps like rich said throw in a new cam. Any suggestions would as always be awesome!

Also a big thank you to everyone! Hope when I learn a bit more I can help others in the way y'all have helped me!

It all depends on what your budget is? I have over 200,000 miles on my stock block and it's still going strong.
If you on a budget, pick up exploder GT40 heads and intake and a Steeda19, TFS stage 1 cam, or an FRPP E cam and you go from an measly 215 HP to about 300ish.

yes. Didn't know you had a cobra.
In that case, Keep the heads and intake. cam swap is up to you, The cams I listed are pretty mild and I doubt much of an improvement over the stock cobra.
