You can use wire wheel cleaner and a wash cloth. I know there is a rust removing gel in the auto stores too but I have not used it.

the rotors, just take the car for a spin around the block, drive the car back and forward on the drive way applying the brakes firmly

I painted mine with 1500 degree paint and then wire wheeled the braking area leaving the paint where the pads dont contact.

could i spray the whole rotor? i ask because i know that you can powdercoat them, assuming the pads will just rip through the paint and create a clean area

Yeah, you can paint the whole rotor. No need to take off because the pads will remove the paint where the pads touch the rotor.

Just be careful, not removing the paint can cause the pads/rotors to glaze and cause issues.

I re-read you question and understand it better.

Here is what you need to do...

Take the rotors off and clean all the rust off with some emery pad. doesnt need to be perfect.

Go and get some Rustolium BBQ Paint. This stuff is high heat and will grab very well. Paint the entire rotor front and back with a couple coats. I would do like 3. Do not tape off any area of the rotor. Paint everything.

When you go to brake the first time it will take off the paint where the brake pad touches, but leave everything else painted.

hmmm care to explain?

What he meant was paint can get between the pad and rotor and be dangerous. If its just some overspray thats unlikely to happen but if you put too much paint on the pad area is what he was warning against.
