Im not educated enough to fully remove an engine and I dont have an engine stand would I be able to leave the block in and just remove the heads?

It was definitely white smoke. (Also had only water in the coolant not a mix heard it makes it run cooler)
Water does let the car run cooler, but it also lowers the boiling point. Still, under pressure, you had to have been really overheating your motor for the water to evaporate or boil. I run straight water in my 95 GT, and it runs cooler than with my 70/30 mix. I also flush the radiator and block every 6 months even though my areas water is pretty soft. Just something easy to do that fills my time on the weekend.

If you can remove the heads, you can remove the engine.
I didn't know what to say when he said he tried retiming the engine but didn't know how to pull the engine. One is far more intricate and complicated than the other.

Ill send it to a guy that claims to know these engines well but if he quotes me over $1000 to fix Ill be pulling the engine and seeing if I can rebuild it. Thanks for the help folks

30psi compression test!! You most definitely have an issue thats going to require removing the engine completely.

Seriously tho, with the info you have already given us and you apparently like to track the car,.....run over to harbor freight and buy an engine stand and 6ton jackstands. You most likely have track racing buddies thatll lend you a hand and tools like engine hoist, transmission jacks, hand tools. Hopefully you have indoor area to have the car in while repairing, but like stated above, we have those that continue to reuse their "poor mans creeper" oil soaked plywood just because sliding around under the car is much easier after they get their back rubbed down with P. Diddy brand baby oil.

Finding a replacement engine anywhere in the USA shouldnt be an issue, should have plenty near you(heck i know where 20 replacements currently sit 10min from me in Ky) and we can walk you through what to look for and what changes youll need. We can also direct you with the correct parts to use to side step any computer tuning while gaining 40hp.

Currently no buddies in the car area lol, but I'm assuming the engine should drop out after I disconnect trans and motor mounts seeing as i disconnected all wiring already. What is counted as an engine rebuild, as in buying new parts or cleaning old parts, and also costs.

Choices:
1) drop the engine out the bottom ONLY if you have a rack or some way to get the car well into the air, i.e. 40" min, and the suspension and "K" member comes out too, oh...SAFELY!
2) you can pull the engine out the top, no trans etc. with hood off the car and use a engine hoist. Best to have a helper.
I'd go option 2 in your case. The rest is nuts/bolts and tracking what you've done. Find a good engine/machine shop to get you straight, or get a complete/short block, depending on what's broke.

You definitely have a mess and pulling the heads in the car, just to find you may need (most likely) to pull the engine is not good time management. But hey, I did this my entire life so I learned along the way too. I know I'm missing a lot here, but just used to doing it without thinking, although I do think as I go. ;)

If you were closer, I'd come and help.
