Smog Pump...Vacuum? Help!

Hello Everyone,

So this part of the smog pump that I do not have a name for has a wire coming out of it that has been broken since i got the car, I never really addressed it. And other then my car running bad on first start up i haven't had any issues (still looking into this).

Anyone know what the primary function of this unit is, and what are the repercussions?

My car is off the road but i fired her up today and thought id take this pic.

What effect does that wire being broken have on how my car runs?

Other than it being a vac leak Im not sure man. I know it goes to a smog canister thing in the fender like the rest.

mine are plugs and nothing has changed.

THey are for emissions if your smog pump is pulled and those are plugged then you wont have any vac leaks.
