I've had the wheel off on our 05 Beetle a number of times. Would this be a direct plug-and-play swap on my 94 GT? Special tools needed to release that air bag?

Yeah, direct plug and play. The airbag is held on by two 8mm nuts. To remove your current wheel you need a steering wheel puller (free if rented from auto parts store) and a torx T50 bit. That's all.
