Lets skip the "you shouldn't be driving a mustang" and get down to business.

I get around 16 mpg, 17 if i'm lucky. I do mostly highway driving, and it's just awful.
As a 5.0, and according to the rating it has a max of 23mpg, now that would be amazing, but it isn't likely. I want to get upto 20-21 area.

Car is all stock mechanically.

So far I replaced my air filter with a new-used K&N drop in (slightly better, not enough time to track it).
Cleaned the MAF (0-60 improved like crazy!, not better on gas).
Cleaned the throttle body and dislodged a bunch of black crud (Idles amazing now and throttle response along with ability to redline is greatly improved).

What next?

What speed are you going? Is speed constant or 50,90 and back down? What is elevation and does elevation vary? Tires? Which gears? Are you sure?

Whats next is realizing the stock numbers are inflated. My stock 4.0 ford explorer is said to get 20+ highway but at 141k and a drop in k&n filter the best it gets hwy is 18Mpg :/ Not much you can do unless you mess with the tune and lean it out. But then is MPG realy worth the lost in power or potential harm to the motor at w.o.t from higher cylinder temps...

Besides a tune up, nice filter not much will increase gas mileage. In some cases going from say a 3.08 gear to a 3.55 "might" help a tiny bit.As a slight increase In gear will help get the car moving with less efforts but still be just fine at highway speeds as far as rpm goes.

intake: sounds like you covered the bases. maybe clean the Intake Air Temp Sensor While you're there (you can use the same MAF cleaner you used on the MAF)

Ignition: Clean distributor contact points, inspect wires, replace spark plugs, replace coil (if needed), clean battery terminals, clean grounds (if needed)

Fuel: run a can of seafoam through the car's fuel (fill with premium this one time) and replace the fuel filter.

Exhaust: ensure your smog equipment is functioning properly (no leaking at the EGR joint on the intake), ensure your pump is functioning properly, make sure your cats are not clogged. (do the cats glow red after driving for a long period of time). Replace your o2 sensors.

Engine: Replace oil and filter.
Drivetrain: replace transmission fluid (and filter, if applicable)
3rd member: replace diffy fluid (dont forget to add ford-racing friction modifier on the re-fill! :) lol)

suspension: balance and rotate tires. Check pressure

I don't care what these guys tell you, 16-17 is not normal on the highway. I have a 150k+ 94 GT with 3.73's and will get 20-21 on the highway at 75-80mph consistently. With my previous 94 Vert GT with 3.08's in it, I got a maximum of 27MPG once. Normally i'd get 23-25mpg. This car also had about 150k on it and was probably less aerodynamic with the convertible top, while also being heavier due to being a vert... My cars were not taken good care of before I got them either. Unless you're driving it like a tard, the car's beat to utter hell, or it's modified heavily it should be getting better than that on the highway. Do everything Chris said and see how that helps.

I guess I'll consider myself lucky. Highway at about 70-75mph I get about 25-26. if I do 60 it's even better!

Also have a clean tb, filter, newer plugs and fresh oil.

Dr. White95 suggests you change the fluid in both the rear end and transmission. It breaks down over time and loses its lubricating properties causing more friction. That can hinder performance and kill gas mileage.

So, back to the question at hand.. What size wheels/tires? Big system in the trunk?
tri-bar pony rims 16 or 17 inch rim?
one 8 inch subwoofer in the rear.

Going with what you and Chris said about the diff fluid for sure, but tranny is rebuilt and is under 10k miles on rebuild.

this is why you get bad mpg
Testing purposes at this point. It's not like I run around at stop lights pressing the pedal to the red line for shits and giggles. -___-
0-60 I did a few times for comparison to a friends police crown vic but also to see improvement inbetween cleanings.
Since these 0-60s and rev limit testing I haven't monitored mpg, so it's unrelated, guy.

Just bought spark plugs today and wires, but can't put them in yet (work all day tomorrow).
But I'll clean points too.

Fuel Filter replaced a month or so ago, but I'll seafoam it.

Smog works great, no codes at all!:D also my cats are clogged though should go (but won't). They don't glow red, I've checked.
o2 sensors I'm putting off for now.

Transmission rebuilt less than 10k miles ago, not a problem. Though it shifts hard?
Diffy fluid is a good idea!

Oil and oil filter are new, done less than 200 miles ago at this point.

I'll check tire pressure, but last time it didn't make a marginal difference when I aired them up.
Your car is almost 20 years old, and if it's still stock. It's got the stock motor, and that motor with the amount of miles on it isn't going to perform to brand new specs
Yes it is.
The motor is actually a new-used motor, it had probably around 100k on it, the last one was over heated to death by my brother when he owned it.
I don't expect it to perform amazing (though everyone else's cars on here get great MPG!) but 16 or so is still crazy low on the highway.
What speed are you going? Is speed constant or 50,90 and back down? What is elevation and does elevation vary? Tires? Which gears? Are you sure?
70 mph, sometimes 60, typically not, I drive consistent.
Elevation does vary, it's an 8 mile trip there and back all highway.
Tire's are stock tri-bar ponies, can't remember if they're 16 or 17.
Stock gears, 2.73, I believe?

Even if I weren't sure, I would still be happy to get more MPG, we all would!.

Sorry to those I didn't reply to, there were a lot of responses!

Also anyone curious about the tires/rims, here's my introduction thread w/pics:

On a side note, today I picked up a 03 center console; CUP HOLDERS!
and I bought all new Rotors, Brake Pads, and Rear Calipers since one was wearing uneven.
also getting brake fluid.

Buy two new motorcraft o2 sensors, a full tune up and do a can or two of sea foam in the tank and you'll pick up 5 mpgs.

Not gonna lie I saw this thread and wanted to say... "my MPG sucks" <--- You drive a Mustang! :)

But a standard tuneup is gonna be your best bet to squeeze any more MPG's out of it man. I get 21 avg in mine.. But I think I just get lucky lol
