port the heads yourself, then use that money for the port work for some good take-out 03-04 cobra pistons and rods. then let the D1SC do what it does best, make a ton of boost.

so far as cams, I would talk to MPH and get some custom cams for that head/blower setup. custom grinds cost about as much as off the shelf ones, so no real money lost there.

but if you decide to stay with professionally done heads, and the stock bottom end, go with the P1SC, it will make the same 400hp that your going to get from the D1 on the stock bottom end, be cheaper, and can be upgraded later for the D1 if he decides to go forged.

but thats just my opinion.

I have to disagree with going with the P1sc unit, I mean yes it's a good unit and all but if he plans on ever going to a built block it's a good idea to go ahead and get the d1 because the cost to upgrade your head unit is a little costly. then the d1 makes 3 lbs more with the same pulley as the P1.

as for heads i'm not too sure on that.. but the cams, go with MPH boost cams, MPH did my cams and they are really great cams

i just wanna get the heads ported and use factory pi cams, for now, i was just thinking about other options too. as for the head unit i'm still not sure, this application just needs to street friendly. 400ish to the wheels, and remain safe..

Be different than the 9,943,395 other mustang owners with vortechs and prochargers.

Get a Whipple or Kenne Bell.

7K budget? Make a plan of action/ or list of possible combinations....shop around/pricing...you will be surprised at what you can do with 7K...

I bet you can even find a nice used 03-04 Cobra short or longblock for a decent deal...
