I think its just a drainage ditch? The river is on one end i think? I was thinking the same thing my self tony.

when it rains there or in the mountains that thing will flood and run like you never seen. But inbetween those storms it is basically an above ground sewer that runs though the city. Like I said before great place for pics but you would not want to take the kids there for a dip....
