Rack and pinion rubber boots?

Well i went to my mechanic a while ago and i thought that all i needed was a new rubber boot on my one side of my rack becuase that last one was torn and leaking. Well my mechanic told me that there shouldnt even be fluid going into the rubber boot is this true?

He is right. Those rubber boots are there to prevent dust and grime from collecting on the "chrome" of the cylinders that come out. You get shit on them or ding them up, you can tear up the internal seals of the rack and that will START a leak...
