Not true, most of the time anything over 30 is going to require the cylinders to be sleaved. Its quite common in aluminum blocks and even the ever so special Teksid.

A Big Bore on a Modular is not just a boring the production block to insanely thin wall specs but actually replacing the cylinder linings with better steel sleeves that can be bored to make a 3.70 bore size or roughly 5.0 liters without adding more stroke to an already long stroke engine.
Teksids are the most common block to do this on.
